Collaboratively developed by experts and practitioners

PACT was first developed by leading climate capacity specialists Alexander Ballard Ltd working collaboratively with practitioners in the ESPACE Project (European Spatial Planning: Adapting to Climate Events). These included Hampshire County Council (who played an important role throughout), Climate South East and other leading UK and European organisations in the climate change field. Outputs from ESPACE are in the public domain.

Development and investment is ongoing The majority of this has been undertaken by Alexander Ballard Ltd with significant support particularly from Hampshire County Council and from Climate South East. Johan Clémançon, lately of the Universidad del Medio Ambiente (UMA), Valle de Bravo, Mexico State, Mexico, has also assisted in the development of PACT methodologies.
